WebGIS is a hot topic in GIS study recently，this paper firstly analyzed current status of Web GIS development，trend and application area，then introduced an application model in meteorological field through concrete example analysis．It also introduced implementation and design of function module，system architecture design，communication mechanism，user display page，operation environment in detail．It can provide theoretical and prototype basis for application design and implementation based on WebGIS．

Users information management system is a kind of database management system. The system is designed for fulfilling the actu
alwork demand of Gansu ProvincialMeteorological Information and Technic Support and Equipment Center. Based on c# and SQL
Server2000 database technology, it achieved a dynamic information management and digital information inquiry, and resolved p roblems
such as shortages of network resources and information of network users, and realized some functions such as adding, query, browse,
statistics, modifying, deleting, backup of IP adreesses of all users of the local area network and wide area network

We put forward a scheme of satellite communication and meteorological information transmission which fits to remote weather stations including high mountain stations. PES 5000(PERSONAL EARTH STATION) was used for satellite communication system(SCS) in the scheme, and 24-port switch and WIN2000 as router were used for LAN. On the base of it, we set up LOTUS server for transmitting information and developed a set of information transmission system, and meteorological data can be derived from China Meteorological Administration by it. The project fits to remote meteorological stations, and it has been successfully put into practice at Mazongshan weather station of Gansu province.
